The purpose of this prospective evaluation is to assess whether GPE’s inputs and influence in Nepal are orienting education sector planning, dialogue, monitoring, implementation and financing towards the intermediary outcomes outlined in its theory of change.

The evaluations are forward-looking, and explore what happens while it happens. They closely observe initial decisions, document the perspectives of decision-makers and focus on the activities and involvement of key stakeholders early in the period under review in order to understand whether progress is being made and whether GPE is making a contribution.
