The ministry of education and vocational training has prepared this compact to highlight its basic education systems transformation agenda for fast tracking achievement of learner outcomes.

The theory of change for this compact is centered on improved achievement of foundational skills at the basic education level, in understanding that these skills are a prerequisite for higher knowledge and skills gain by learners during the latter years.
